SB 1020 – Improving Legislative Oversight of Emergency Authorities

Summary: To appropriately respond to moments of crisis, the Governor has the authority to declare a state of emergency when normal legislative and budgetary processes might hinder a necessary response. While this power is vital, legislative checks and balances are essential to ensure executive power does not overreach. Senate Bill 1020 empowers the legislative branch’s oversight of the use of emergency powers.
